Established in 2023, The Helen and Tayloe Murphy Conservation Leadership in Government Award recognizes outstanding and exemplary efforts of government leaders and/or public governmental organizations that demonstrate outstanding dedication to conservation in the Commonwealth of Virginia. The organizations or individuals in the government of the Commonwealth of Virginia should have rendered exemplary service and visionary leadership in the conservation and wise development of the natural resources of the Commonwealth of Virginia and demonstrate a commitment to environmental stewardship and sustainable practices.

Public servants at all levels of government within Virginia will be eligible for this award including City/Town, State/Province, County, Federal/National, and Tribal governments. Eligible nominees may occupy elected positions, such as mayors or state representatives, or appointed roles, such as county managers.  Nominees can be selected based on individual accomplishment (e.g., a state representative who spearheads important conservation legislation at the state level) or as a group (e.g., VDOT for its Wildflower and Native Pollinator Program). Lobbyists and private organizations which partner with government agencies are not eligible for this award.

Named in honor of Helen and Tayloe Murphy, both known for their public and private roles in championing and addressing environmental challenges, the award will recognize those who exemplify commitment and service, mirroring the Murphys' legacy of preservation efforts, public service, and contributions to Virginia's natural and historic treasures. Helen served on the board of the Virginia Department of Historic Resources and as Garden Club of Virginia president from 1992-1994. Tayloe served a pivotal role in the passage of the Chesapeake Bay Preservation Act during his tenure in the legislature and served as Secretary of Natural Resources for the Commonwealth of Virginia from 2002-06.
